Abstract

Version 3.0 incorporates three months of portfolio work since v2.1 (March 22, 2026) and a full June 2026 re-verification of every entry. Every existing Part I and Part II contact received a link-rot and still-in-role check; the changes were substantial — Mark Christie left FERC for William & Mary, Will Cleveland left SELC, Henrico's EDA changed directors, QTS promoted its government affairs lead to co-CEO, and Mecklenburg Electric has a new CEO. Part II gains the developers, utilities, economic development bodies, and community coalitions surfaced by the Hanover, Chesterfield, Goochland, Botetourt, Mecklenburg, Louisa, Culpeper, Orange, and Prince William case studies, including Tract, EdgeCore, WestDulles Properties, LS Power, Commonwealth Fusion Systems, Appalachian Power, the Western Virginia Water Authority, and the Hitachi Energy South Boston transformer plant. Part III adds the 2026 NVTC report (now produced by Mangum Economics, not Weldon Cooper), the GMU home-sales study, Data Center Watch, MultiState's legislation tracking, the primary SCC dockets (GS-5, CERC, and both IRP cases), and the series' own published case studies with DOIs. Part IV is new: a region-by-region guide to local press and beat reporters for October 2026 fieldwork, with outlet status and bylines verified against the 2025–2026 record.
