Abstract
HS‑Bloch v1.1 is a minimal, protocol‑friendly extension for phase‑window coordination stacks (Timeverse / Phase‑Coordination Series). It extends HS‑Bloch v1.0 by adding (i) vector‑valued quality requirements and observations (u16 maps), (ii) explicit deterministic policy operators (AND, MIN worst‑case, K_OF_N), (iii) a tick‑canonical freshness constraint (max_delta_ticks) that links a quality measurement to the enclosing execution context (cycle_index, resolution, phi_ticks) using wrap‑safe circular distance in ticks, and (iv) verifier‑derived diagnostic failure codes. HS‑Bloch uses fixed‑point integer comparisons only (no floating‑point gating), does not modify phase semantics (Conventions/Q‑Address/TAQA), and introduces no cryptographic primitives; integrity and anti‑replay are provided by the external Timeverse Security Profile. The specification is designed for signing/auditing (e.g., ext_signed) and interoperable verification.
