Preparing democracies for pandemics

Abstract
The coronavirus pandemic is not an advertisement for the health effects of democracy. Several democracies-such as New Zealand, South Korea, Germany, and Uruguay-acted quickly to contain SARS-CoV-2, yet many others-including Brazil, India, the UK, and the US-struggled to respond. As of October 2020, nine of the 10 nations with the highest cumulative cases of covid-19 were democracies.
