Availability of Personal Mobility Devices and Its Impact on Urban Environment

Abstract

Based on the legal-urbanological concept of syncretism of the urban environment, the article examines the ambivalent impact of the availability of individual mobility device on the urban sphere. The concept of SIM in modern legislation is considered, the reasons for the popularity and prevalence of such devices are determined. The contribution of personal and kicksharing use of SIM to improving the quality of the urban ecosystem is outlined. On the other hand, the factors that reduce security in the city (including dangerous driving, criminality of the organization of rental points, pedestrian anxiety, violation of silence and the creation of dangerous situations by teenagers on pit bikes). The complex nature of the problem of the coexistence of individual mobility device and citizens in the urban sphere is stated. Examples of measures taken to improve the situation in various Russian cities are given, and areas requiring additional legal regulation are outlined.
