Abstract

SAFE-Matter™ Reference Runtime Architecture defines a deployable runtime governance architecture for admissibility, evidential integrity, trust computation, dependency propagation, and deterministic execution control within life-critical operational environments. Conventional safety and assurance systems commonly inherit operational trust from historical certification, prior inspection, configuration approval, or assumed continuity. SAFE-Matter™ instead continuously recomputes whether operational reliance remains admissible through valid present-state evidence at the exact moment execution authority is exercised. The architecture formalises SAFE-Matter™ as a runtime evidential governance system rather than a passive monitoring platform, telemetry environment, supervisory dashboard, or static certification layer. Operational capability and operational admissibility are treated as separate conditions. A system may therefore remain technically functional while simultaneously becoming non-admissible for reliance. The Reference Runtime Architecture defines the operational layers required to support continuously governed admissibility, including identity integrity, evidence acquisition, cryptographic evidential validation, dependency governance, admissibility computation, trust-state evaluation, deterministic enforcement, runtime state governance, local admissibility cells, evidential preservation, and recursive governance integrity. The architecture further introduces distributed operational governance mechanisms capable of supporting low-latency and partially disconnected runtime environments while preserving evidential legitimacy at the execution boundary. Dependency-chain admissibility, cryptographic authenticity, temporal validity, and enforcement integrity are treated as constitutional components of operational authority rather than secondary operational attributes. SAFE-Matter™ therefore transforms operational safety governance from assumption-based continuity into continuously recomputed evidential legitimacy operating at runtime. The governing condition remains irreducible: Execution authority may continue only while admissible present-state evidence remains continuously provable at the exact moment operational reliance occurs.
