Collective Intelligence of Port Territory Stakeholders

Abstract
In a global context marked by the globalization of economies, and by the adoption of information technologies as key success factors for standing out in an environment of fierce intra- and inter-regional competition, territorial development players are called upon to establish a climate of territorial economic intelligence, in order to provide good strategic information for successful decision-making by territorial players in an intelligent way. The port territory will not escape this context of change, and plays a crucial role in global supply chains, which are facing major structural transformations and transitions in the fields of sustainability, energy transition and geo-economics. The role of port intelligence is increasingly crucial in managing these transitions. Port intelligence presents multiple challenges in terms of technology and governance in managing a complex ecosystem that requires the implementation of a community system that brings together all stakeholders in the port territory. As a result, we aim to highlight the role of this port community system (PCS) in improving port intelligence. Accordingly, our study is divided into two parts: a theoretical approach aimed at providing a review of the role of the PCS in enhancing port intelligence, and a quantitative, hypothetico-deductive approach.
