Abstract

This study examines the relationship between state budget allocation and the effectiveness of the Ministry of Economic and Social Inclusion (MIES) programs in Quevedo, aimed at low-income populations. A descriptive and quantitative approach was applied through surveys administered to administrative-financial staff and beneficiaries of programs for the Elderly and Child Development Centers (CDI). The results showed a positive impact on users’ well-being, access to services, and economic support, although limitations were identified in coverage, timeliness of service, and budget sufficiency. It is concluded that, to optimize benefits, it is necessary to strengthen social-oriented fiscal policy, ensure efficient resource allocation, and establish monitoring and evaluation mechanisms that guarantee a real and measurable impact on the quality of life of the beneficiaries.
