Abstract

In the presented article, a conceptual approach is proposed that can be applied in the development of models that form the basis for managerial decision-making in complex organi-zational systems, consideration is made on the basis of edu-cational institutions of law enforcement agencies. The con-ceptual approach is based on the situational modeling appa-ratus and is designed to solve the problem of providing in-formation reflecting the current state of the decision-maker's management object (LPR). It is assumed that the decisions of the LPR within the framework of situational management should be based on the objective information provided and be flexibly adapted to real needs. The concept of situational modeling presupposes the use of a set-theoretic representa-tion of the models being developed, which in turn provides an opportunity to consider a joint spatial and structural interpretation of this model. The proposed approach formal-izes and details the interaction between employees of organi-zations considered as complex organizational systems of law enforcement agencies, which makes it possible to develop a functional model describing the relationship between the tasks of the system's functioning with its subjects based on input-output information flows using a multi-criteria as-sessment of alternative interaction options
