Implementing local content under the Africa Mining Vision: an achievable outcome?

Abstract
In 2009, the Africa Mining Vision (AMV) was adopted by African governments. A major objective of this extractive industries-led development manifesto is to stimulate and optimise economic linkages in the mining sector, with a view toward facilitating broad-based and inclusive local economic development. Linkages are a key to operationalising the mining sector’s emerging, yet still loosely defined, local content agenda on the continent. This article reflects critically on the obstacles that must be overcome for this to materialise in mineral-rich sections of Africa.
