Government Strategies for Achieving Circular Economy for Plastic Waste Management in Southeast Asia

Abstract
The management of plastic waste presents a significant challenge for governments across Southeast Asia, where rapid economic growth has led to an exponential increase in plastic consumption and subsequent waste generation. Addressing this crisis requires a paradigm shift towards a circular economy approach, wherein resources are utilized more efficiently and waste is minimized through recycling, reuse, and innovation. This chapter examines the strategies employed by governments in Southeast Asia to achieve a circular economy in plastic waste management. The chapter begins with an overview of the current state of plastic waste in the region, highlighting its environmental and socio-economic impacts. It then delves into the principles of a circular economy, emphasizing its role in mitigating plastic pollution and promoting sustainable development. Drawing on case studies from other regions, the chapter identifies key policy frameworks and initiatives aimed at advancing circular economy principles in plastic waste management. Government strategies for promoting a circular economy include the development of comprehensive waste management plans, the implementation of Extended Producer Responsibility (EPR) schemes, and the promotion of recycling and upcycling programs. Additionally, governments are encouraging eco-design and product innovation while providing incentives and subsidies to businesses embracing circular economy practices. The chapter also explores the importance of cross-border collaboration and partnerships in addressing transboundary plastic pollution. It identifies existing collaborative initiatives and highlights opportunities for strengthening regional cooperation among Southeast Asian countries and with international organizations. Despite progress, challenges remain, including economic, technological, and institutional barriers, as well as socio-cultural factors influencing consumer behavior. Through case studies and success stories, the chapter showcases innovative approaches to plastic waste management in Southeast Asia, offering insights and recommendations for future directions. The chapter emphasizes the crucial role of government leadership in driving the transition towards a circular economy in plastic waste management and calls for concerted efforts from stakeholders to achieve sustainable outcomes in Southeast Asia’s plastic waste crisis.
