Abstract
SAFE-Matter™ Runtime Admissibility and Trust Governance Specification defines a deterministic runtime governance architecture for operational admissibility, trust computation, evidential continuity, dependency propagation, and execution authority within life-critical systems. Conventional operational assurance systems commonly inherit trust from historical certification, prior inspection, operational continuity, or assumed system persistence. SAFE-Matter™ instead continuously recomputes whether operational execution authority remains constitutionally admissible through valid present-state evidence existing at the exact moment reliance occurs. The specification formalises runtime admissibility states governing operational authority, including ADMISSIBLE, DEGRADED, ESCALATED, UNKNOWN, and NON-ADMISSIBLE conditions, together with deterministic transition governance controlling escalation, degradation, suspension, recovery, isolation, and revocation of operational execution legitimacy. The document further defines SAFE-Matter™ Trust Score computation as a constitutional evidential governance process rather than a probabilistic confidence metric, telemetry score, predictive analytics estimate, or inherited operational trust condition. Trust computation continuously transforms sufficiently attributable, temporally valid, dependency-coherent, cryptographically authentic, and operationally corroborated present-state evidence into runtime operational legitimacy.
