Abstract
A. Hamilton Church Of the two reports presented by the committee, the minority report raises the question as to whether the claims of certain groups of men to the possession of the key to all progress, have any measure of justification. It is because of this kind of thing that the minority report is important. Turning to the majority report, the author finds that the prime underlying principle of management engineering is the transference of skill. The report shows why this is bound to be so at the present stage. In the process of transfering hand skill to the mechanical fingers of the machine, the report emphasizes the fact that more attention has been devoted to designing it, than to the problem of using it afterwards.
