The Emergence of the GreenSCENT Competence Framework

Abstract

This chapter presents a constructivist approach to developing the GreenSCENT Competence Framework in support of the European Union’s Green Deal transition. The methodological innovation repurposes Obsidian software, originally a knowledge management tool, for competence development. The approach combines grounded theory and knowledge graph techniques to facilitate a comprehensive, qualitative, and quantitative bottom-up knowledge construction. Obsidian plays a crucial role in organising and visualising complex data within a dynamic knowledge graph, with the GreenSCENT Competence Framework as its structural backbone. The knowledge construction scheme is based on different knowledge, skills and attitudes, and education levels comprising all knowledge graph connections. This adaptable system aligns with evolving EU environmental policies and demonstrates the potential of knowledge graphs as artefacts for synthesising complex information systems. The study contributes to grounded theory research and provides a template for diverse domain applications.
