• Adopting enabling national policy can aid the development of renewable energy. • Few Sub-Saharan African (SSA) countries have adopted national renewable energy policies. • This paper provides insights on the adoption process based on a recently adopted policy. • It also identifies barriers to policy adoption not previously identified in the literature. • It offers recommendations on renewable energy policy adoption in other SSA countries.
