In doing so, this article will first present the unique characteristics of hydrogen and its production methods. Next, this article will detail prior US hydrogen policy which often focused on research and development (R&D) rather than implementation strategies. Later, this paper will delve into the Biden Administration’s recent legislation Infrastructure and Jobs Act (IJA) and the Inflation Reduction Act (IRA) and the hydrogen production incentivization policies enacted.
