Abstract
In this chapter key issues connected with substantive effectiveness of SEA are discussed. In this context, what ‘substantive’ may mean and whether and how substantive outcomes are achieved through SEA is explored. Evidence for SEA being able to arrive at more environmentally sustainable decisions is presented. Furthermore, under what context conditions SEA is thought to be able to lead to substantive changes is examined.
