Abstract
Chapter 28 presents an introduction to the topic of pavement management. After a summary of the various practical constraints likely to be present and which would have to feed into any decision-making process, a detailed discussion is presented of cost optimisation at the project level, including the importance of choosing a sensible discount rate when assessing future costs. This then leads to a discussion of management principles at the network level, introducing such elements as time costs, safety issues and environmental costs. The chapter concludes by proposing sensible ways in which these should be incorporated into a management system, but stops short of delving into the actual management systems currently in use.
