Abstract
The H <sub>2</sub> O <sub>ad</sub> ↓ and [AM(H <sub>2</sub> O) <sub>x</sub> ] <sup>+</sup> promote the HOR and HER of Pt by removing the H <sub>ad</sub> and OH <sub>ad</sub> , respectively.
