Peer Review Procedure as the Main Criterion for Confirmation Researcher's Scientific Work Quality : According results of the international conference SYNCHROINFO

Abstract
The article is based on statistical information of 2022 Systems of Signal Synchronization, Generating and Processing in Telecommunications (SYNCHROINFO-2022) international conference and analysis of the peer review success dependence based of the open access scientific journal from Q1 Web of Science in the field of radio engineering and communications. Under the success of peer review, we mean the final result in article acceptance publication form, achieved in the minimum number of iterations (revisions) of the original manuscript. As parameters, considered formal indicators that characterize scientific experience/qualifications/ability to publish, such as the maximum Hirsch index of authors team, total authors team Hirsch index and science degree. The study showed that among the published articles, 90% have a maximum author Hirsch index of more than six, and 80% have a total authors Hirsch index of more than 10. Among rejected articles, 50% have an author Hirsch index of less than 5 and a total authors Hirsch index of less than 10.
