COVID-19: Japan’s success despite inept bureaucracy and incompetence

Abstract
So far, Japan has avoided the worst ravages of the COVID-19 pandemic. As of 27th May, the nation had 16 469 positive tests with 1788 active cases, of which 147 were serious (needing hospitalization and assistance with either breathing or intensive care). The death toll was 858. 1,2 However, the situation owes more to luck than judgement.
